The Collapse of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are conducted: optimistic declarations are issued from multiple capitals. Immense energy is expended on containing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the key method for achieving "resolution".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is able to track rocket firings from across the border, a capability afforded by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming aerial threats roared overhead – modern combat jets provided to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems activated: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably delivered by partner states. Every launch shakes the surroundings, shaking the windows. The brief panic quickly gives way to grim resignation: possibly the hostile projectile won't hit its mark this time, protecting urban areas from ruin and another blackout.

Ongoing Risks

Soon after, a automatic firearm opened up on a drone somewhere nearby, part of a rapid response unit – almost certainly imported technology. Regrettably, the projectiles didn't strike the hostile drone – it continued its flight toward its target.

Periodically, this continued until dawn. Kyiv greeted the morning news: multiple fatalities, damage and utility failures in numerous residences as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's vital need on international aid – a reliance that European nations are demonstrably unable to replace in the near term.

Ineffective Peace Efforts

The 28-point plan from Washington provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new approach from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, no doubt, persist.

Strategic Calculations

It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a assumption familiar among international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government believes that it is impossible to force Russia to relinquish the land that it already controls in Ukraine's occupied territories.

The issue is that while recognising this factual reality, American administration does minimal to discourage Russia, through words or deeds, from thinking that the situation will not change more in its advantage in the coming year.

Divergent Views

Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but averting a total frontline collapse until circumstances change in its benefit.

Existing Situation

Objectively, there are no genuine requirements for a truce. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.

These two forces are driving the talks.

Conclusion and Outlook

It took a mere seven days to kill the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, latest revelations, all did their job.

While new plans based on old ideas are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show particular unwillingness to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, largely rely on continued Western support.
